Elizondo Urges Trump to Appoint a White House UAP Advisor

In an open memo addressed to the incoming Trump administration, Luis Elizondo outlined a framework for a presidentially-appointed Special Envoy for UAP Affairs.


In January 2025, ahead of the presidential transition, Luis Elizondo released a public memorandum addressed to the incoming Trump administration calling for the establishment of a permanent White House-level UAP coordination office.

The memo outlined a proposed Special Envoy for UAP Affairs, a presidentially-appointed position that would sit within the National Security Council and hold clearances across all relevant compartmented programs. Elizondo argued that the current architecture was structurally incapable of producing actionable conclusions.

"What is needed is a single point of accountability at the executive level," the memo stated, "with the authority to compel disclosure from all relevant programs, coordinate interagency analysis, and report directly to the President."

Elizondo cited the existing All-domain Anomaly Resolution Office (AARO) as insufficient, noting that AARO lacked both the clearance access and the institutional independence required to investigate programs that had been deliberately structured to resist oversight.
